Attachment NAME Encoding Throuble with attached filenames in national language (not japan)

I'm really impressed with such quality product as becky and still use it many years,
Thanks for it!

But from version to version i see the same throuble:
When i'm trying attach file in national language (russian e.g.) i see the following in body:

Content-Type: application/octet-stream;
name="=?ISO-8859-1?Q?=CE=F0=E4=E5=ED=E0=2Ecdr?="
Content-Disposition: attachment;
filename="=?ISO-8859-1?Q?=CE=F0=E4=E5=ED=E0=2Ecdr?="
Content-Transfer-Encoding: base64

UklGRu7WHQBDRFJEdnJzbgIAAAAUBURJU1AsKAAACAAAA

This means: although i using UTF encoding for messages, attachment name always encoded to ISO-8859-1
A huge of my opponents (their MUA) doesn't understood this. They see something like: ???????????????.doc

Seems as bug.
